Governor Spencer Cox Signs 4 More Bills, Resolutions from the 2021 Legislature; Total number 30 signed so far

SALT LAKE CITY (March 9, 2021) – Governor Spencer J. Cox has now signed 30 bills and resolutions that were approved during the 2021 General Legislature Session.

The four signed Tuesdays are listed below with links to full details. They are:

● Changes to the pardon committee HB379

According to its summary, this bill deals with the proceedings and records of the Parole and Parole Board and limits the parole of certain offenders. It exempts the deliberation process of the Parole and Parole Committee from the requirements of the Act on Open and Public Sessions. deals with pardon and parole committee records that are exempt from disclosure and discovery requirements; and prevents a perpetrator convicted of a murder in which the victim’s remains have not been recovered unless the perpetrator has been involved in efforts to locate the remains.

● HCR2 Concurrent Resolution on the impact of the state evaluation
model

According to its executive summary, this concurrent resolution highlights the lack of impact a state rating model has on Greenbelt ratings. It deals with a state valuation model that was developed for the purpose of determining the fair market value of state in the country to demonstrate the inadequacy of funds the state receives from the federal government as payments in lieu of taxes. describes the value of the state valuation model; distinguishes between the purpose and use of the state valuation model and the purpose and use of timelines to determine the value of green spaces; and affirms that the federal land valuation model does not and will not affect the determination of green belt land values.

According to their summary, this simultaneous resolution addresses issues of parenting and affirms that the state is subordinate to and supports the primary role of a parent in the education of the parent’s children. and recognizes the importance of flexibility in educational plans and systems and is committed to supporting options for parents and children.

● HCR16 Concurrent Resolution in honor of the 125th anniversary of
the first legislative session in Utah. Melissa Ballard MP, Sponsor.

According to its summary, this simultaneous resolution marks the 125th anniversary of the first legislative session in Utah. It commemorates the 125th anniversary of the first legislative session; and honors the work of the first Utah state legislature and subsequent legislations.
