A video circulating on social media, specifically on Instagram and TikTok, appears to show a member of the Provo Police Department punching a person repeatedly while another officer pins the person to the ground with his knee.

The subdued individual appears to be on his back during the altercation, filmed on July 7. The incident occurred on Center Street, in front of ComedySportz and Java Junkie, near the intersection of Center Street and North University Avenue.

The Provo Police Department did not immediately respond to a request for comment.

At the beginning of the video, the kneeling officer looks at the camera before looking back at the pinned man.

The man pinned to the ground is heard yelling repeatedly through the video, first “F— you” then “I didn’t f—— kick you” and later “F—— stop,” as the officer periodically punches him. Five punches are delivered to what looks like the man’s side in the video.

At the end of the clip, a third officer arrives into the frame and kneels next to the pinned man, saying “Oh hey, bud” or “Oh hey, boy.” It is unclear whether he is referring to the restrained man or another officer.

The person who posted the video on Instagram, who goes by “sol,” said they were sent the video by a friend who witnessed the encounter. According to sol, the friend claimed that the officer told the arrestee, “That’s what happens when you kick me.”

The video currently has over 1,200 likes on Instagram and 46 comments, most of which tag Provo City, Downtown Provo and other groups.

The video was subsequently shared on TikTok by @lisa_herrera_usa where it has received several hundred more views.
