The COVID-19 Transmission Index is a balanced approach to protecting communities. It represents the collaboration of state and local health authorities, the governor’s office, lawmakers, the hospital industry, and business leaders.

The transmission index illustrates the public health metrics used to determine which counties are at which transmission level. Counties are divided into one of three transmission levels: high, medium, or low. These values correspond directly to the fall rates, positivity rates and the utilization of the intensive care unit.

The data is analyzed weekly. Counties are divided into a transmission level that depends solely on what information their data display. Changes from a lower to a higher level can be made weekly. Changes from a higher to a lower level can occur at least every 14 days when the thresholds are reached.
