OGDEN – A 65-year-old shopkeeper was shot dead in his shop late Sunday and police tried to identify the killer.

The gunman entered Super Grocery, 675 N. Monroe Blvd., around 11:50 p.m. and spoke to the victim before shooting him, said Ogden Police Lt. Brian Eynon on Monday.

The victim was identified as Satnam Singh. He died on the scene.

“The motive is still unknown,” said Eynon. “We’re trying to find out.”

The killer used a pistol. Eynon declined to say how many shots had been fired.

The police were alerted when someone found Singh in the store.

The police are asking the public for help with the investigation. Anyone with information is asked to call Ogden Detectives at 801-629-8228.

Investigators would like to see a video with a doorbell camera that people could have about the store at the time of the shooting, Eynon said.

According to a surveillance video shared by Ogden Police on Facebook, the shooter was wearing a blue surgical mask. a gray hooded Las Vegas Raiders sweatshirt; black training pants with white writing on the left leg; dark shoes; and black gloves.

Investigators believe the person is around 16-25 years old. If the shooter is being watched, the online post said the public should refrain from contacting 911 and calling 911.

In a press release, Ogden police said the killer ran out of the store and walked northwest from the parking lot.

The Weber County Homicide Task Force, the Ogden Police Area Tactical Analysis Center, and the Weber County Crime Scene Investigation are participating in the Ogden Police investigation.

Monday afternoon the store was blocked by tape on the scene and evidence seals on the doors.

Bouquets of flowers hung in the security grille at the main entrance, and someone had placed balloons and other flowers next to the marquee on Monroe Boulevard.

Ogden officials are "cautiously optimistic" as tax revenues continue to exceed government expectations

OGDEN – Ogden officials remain pleasantly surprised by the city’s financial position amid the ongoing COVID-19 pandemic.

Mara Brown, Ogden’s management services director, said the city expects revenue from the general fund to exceed budgeted amounts by nearly $ 3.2 million, fuller than originally anticipated.

As the city built its budget for 2021 in the first few weeks of the pandemic, the process was driven by what Mayor Mike Caldwell called an “extremely conservative approach” due to the projected tax revenue losses.

“When we put this budget together, we were only just getting into the pandemic,” Brown said. “Some of the sales numbers … still reflect the conservative budget approach we took.”

In the 2021 budget, Brown said the city programmed a 17% year-on-year reduction in sales tax revenue – a figure recommended by the Utah League of Cities and Towns and several other outside financial experts. The city also expected a decline in license and permit income, but Brown said none of those losses had occurred as of now.

The city expects tax revenue to exceed projected projections by $ 3.34 million in fiscal 2021. The city’s fiscal year runs July 1 through June 30, and Ogden City Council approved Ogden’s budget for fiscal year 2021 in late June. The city relies heavily on sales and property taxes to fill its general fund. According to urban planning documents, property taxes make up around 26% of the city’s general fund budget. The city’s other major funding stream, sales tax, also accounts for 26% of general fund income.

Ogden’s chief administrative officer, Mark Johnson, said while some industries, such as hospitality and food service, were hit extremely hard during the pandemic, others have done surprisingly well. He said significant increases in spending at home improvement grocery stores and even auto sales helped keep the city’s tax revenues relatively healthy on balance.

Brown said the city also expects to beat revenue projections for licenses and permits by about $ 205,000, although service fee revenue is likely to be about $ 350,000 below budget projections.

“There’s a kind of cautious optimism,” Brown said. “I think this is a good way of describing where we are financially.”

Due to the city’s conservative, pandemic-oriented approach to the 2021 budget, the usual salary increases for city employees and increases for public safety personnel have not been implemented this year. Caldwell and other members of the administration have announced that they will review this aspect of the budget frequently and make adjustments as necessary.

While Brown said Ogden continues to deal with salaries that lag behind comparable large cities, Johnson said a proposal regarding pay is in the works. Although he did not want to give details, he said the proposal should be presented to Ogden City Council in the next few weeks.

Utah is expected to receive increasing doses of COVID-19 vaccine in excess of the state’s 13 local health departments. Therefore, new partners join the effort to vaccinate the public.

That means more places need to be vaccinated and that the vaccination rate in Utah should gradually increase.

Intermountain will also vaccinate at several other hospitals under its system in Logan, Park City, St. George, Riverton and Provo. Likewise, the University of Utah health system will offer immunization at three additional clinics, including the Farmington facility.

“These partners will increase our reach across the state. They will offer large-scale vaccination clinics in some areas where this is currently not possible, “Utah Department of Health spokesman Tom Hudachko said at a press conference Monday to showcase the expanded vaccination effort.

“We therefore assume that we will receive significantly more vaccines in this state in the coming weeks. Therefore, we must rely on additional partners to be able to pass these doses on to the community,” said Hudachko.

At the same time, the number of new cases continues to decrease from week to week. This is more good news in efforts to correct COVID-19. In Weber and Morgan counties, the number of new cases was 254 for the week that ended last Saturday, the seventh straight week of declines and the lowest number since September. The number of new cases in Davis County fell below 600 for the first time since October. Nationwide, the average daily number of cases for the seven days up to February 28 was 635.7 per day, the lowest level since mid-September.

Those eligible to receive the vaccine under government health agency guidelines include those 65 years of age, health care workers, first responders, and long-term care facility workers. Teachers and people aged 16 and over with certain medical conditions can also receive the vaccine. The pool of those eligible to be vaccinated will expand to include new groups over time, possibly starting in April, but health officials have not set a precise schedule.

Kristin Dascomb, a doctor at Intermountain Healthcare, said those wishing to schedule a vaccination appointment with McKay-Dee or the other Intermountain locations that offer vaccination should do so online at intermountain.com/covidvaccine. Alternatively, call 887-777-0566 for telephone assistance. The Johnson & Johnson vaccine, which, like the Moderna and Pfizer vaccines, only requires one shot, not two, is available from McKay-Dee.

Nomi Health, mandated by the state, has already offered vaccinations at various Megaplex theaters in Lehi, Vineyard and West Valley City. That is to be extended to Centerville and the Logan area. Register online at getmyshot.utah.gov or call 801-704-5911 for help, said June Steely, a doctor with Nomi Health.

University of Utah health officials will contact eligible patients in their electronic health record system and send them invitations to be vaccinated.

According to the Weber-Morgan Department of Health website, Harmons in Roy, Lee’s Market Place in North Ogden, Fresh Market in South Ogden, and Macey’s in Ogden also offer vaccinations. Walmart also offers vaccinations at multiple locations in Utah.

A bug on the Utah Department of Health’s COVID-19 vaccination website, vacinate.utah.gov, unfairly allowed 7,200 people not in the eligible pool to register for vaccination appointments. The health department tweeted on Saturday that these appointments were canceled and apologized for the mistake.

According to guidelines set by the federal agencies, vaccine doses were distributed proportionally to the proportion of each state in the adult population in the country. In Utah, 0.84% of the adult population live in the country, and according to Hudachko, that is the proportion of the vaccine produced that makes it into the state.

The trail is filled with hundreds of birdhouses, indicating to members the purpose of the nature center’s declaration, which is about connecting people with nature. The nature center has been showing these birdhouses for 28 years in conjunction with an annual competition that supports the centre’s mission statement.

This year the event will continue despite the ongoing pandemic. The guidelines for accepted birdhouses and registration forms are available on the centre’s website. Entries for this year’s competition from March 15th to 20th are accepted. Officials require social distancing and masks for delivery, and participants are only allowed to enter one bird house.

Every year the birdhouses taking part in the competition are placed on this path. Many of them are sold by the makers or taken home, but some remain an integral part of the way.

After you go below the tree line, a sign will appear on the left. This sign explains the purpose of the birdhouses and that most of them are from years gone by. There are four permanent birdhouses around the sign. One of these bird houses is built with license plates and another is covered with mason jar lids.

“There is a great view of the city’s surroundings in the middle of the aviary path,” said Linda Babcock, chairperson of the aviary competition.

The open area of the trail allows visitors to see the mountains surrounding Ogden, including Ben Lomond. Babcock said there are few open areas like this part of the trail that allow people to experience nature in this way in the Ogden area.

Towards the end of the short walk to the nature center, visitors are once again greeted by the competition with more trees and more birdhouses.

“When the schoolchildren walk down the path, they are just fascinated,” said Babcock.

The aviary competition is for all ages, from children to adults.

In normal years there is an award ceremony, but this year the nature center will announce the winners on April 17th via social media.

“The nature center is one of the few places where people can feel safe as it is an outside activity,” said Brandi Bosworth, the nature center’s public relations officer.

Bosworth said the bird house contest is an activity that people can safely see and perform.

“When kids submit something, it’s cool – grandfathers help their grandchildren or a father and his son – it’s fun to do and get involved,” said Ben Velasquez, who finished second artistically / imaginatively last year, winner.

Last year the event was suspended for some time because of the pandemic.

“We were in the middle of it when everything shut down pretty abruptly,” said Bosworth.

Eventually, the competition was able to reopen as knowledge about COVID-19 continued to grow.

The nature center is not concerned that the competition itself poses a threat to the spread of COVID as it is outside and a personal part of the event has been postponed or canceled online.

Candlelight vigil after Ogden shopkeeper was shot dead

OGDEN, Utah (ABC4) – Almost 24 hours after he was gunned down in his shop, hundreds came to pay their respects to Satnam Singh, 65.

UPDATE: Ogden shopkeeper killed, suspect still at large

Singh owned the Super Grocery at 675 North Monroe Street in Ogden.

Customers say it has been disconnected from their community for 25-30 years.

“It’s hard to know it’s that close to home,” said Lale Devries, who showed up to show her respect to her young daughter. “Its scary.”

It was for a candlelight vigil on Monday evening.

Devries recalls the generosity Singh showed to her family. “For me, $ 5 wasn’t enough for seven kids to eat ice cream, and it never went over $ 5 each time.”

Monday night, Ogden Police released a description of the person they are looking for.

Police say the suspect who shot Singh just before midnight Sunday was between 16 and 25 years old. Investigators say he is wearing a blue surgical mask, black gloves, a gray Oakland Raiders hoodie, black sweatpants with white lettering on the left leg, and dark shoes.

“We don’t know what the motive is at this point,” said Lt. Brian Eynon. “We’re still trying to figure out what that is.”

A store surveillance video shows the suspect walking around the back of the store and then stepping in through the front door before walking around the house picking snacks from the shelves. The police do not say whether the person stole items or money.

As the investigation continues, community members want this to be known.

“He was a really kind person, no matter who you were,” said Kevin Richard, customer and organizer of the vigil on Monday.

Police are asking local residents to check their doorbell cameras for videos showing the suspect.

Intermountain Healthcare announces a $ 900,000 contribution to revitalize the East-Central neighborhood of Ogden

OGDEN – The Ogden Civic Action Network (OgdenCAN) will receive a $ 300,000 contribution from Intermountain Healthcare over the next three years to advance its community development work in Ogden.

OgdenCAN is a group of organizations, partners, allies and more than 15,000 residents of Ogden working together to improve housing, education, financial stability and health-related outcomes in the East Central Neighborhood in Ogden, Utah.

“This award helps us build the expanded network of executives in Ogden’s East Central Neighborhood that we at OgdenCAN have long envisioned,” said Brenda Kowalewski, CEO of OgdenCAN. She also serves as Weber State University’s associate provost of high impact programs and faculty development. “Residents are now being given more tools to access better health, housing, education and financial security.”

Officials say the COVID-19 pandemic has widened disparities among communities across the United States.

In a press release, officials said food insecurity rose from 11.8% to 14.5% among adults in Weber County due to the pandemic. They added that the number of food insecure children in Weber County rose from 14.4% to 19.5%.

In Ogden City, adults 25 and older who don’t have a high school diploma or GED make up 16.3% of the population, according to a press release.

In a press release, officials say those who haven’t earned at least a high school diploma or GED have had lower median household incomes, resulting in a lower ability to get housing.

Weber County has a shortage of 2,710 affordable rental units for parishioners with household incomes 30% or less of Weber County’s median income, according to official sources.

Intermountain officials say their focus is on “addressing the social determinants of health – the non-medical factors that can play a role in a community’s health – that play a role in their contribution strategy. Transportation problems, food insecurity, and housing instability all affect health. ”

Intermountain launched a three-year demonstration project in Washington County and Weber County with community partners in 2018 to address social issues.

“We know that health is more than access to high quality care. Access to safe housing, education and other basic needs are essential health factors, “said Mikelle Moore, senior vice president and chief community health officer, Intermountain Healthcare.

“We want to show that supporting career paths, digital solutions, food infrastructure and fair housing can lead to positive health outcomes. The work that OgdenCAN and its partners are leading is inspiring. “

OgdenCAN uses what is known as a “collective action approach” to revitalize the East Central neighborhood.

According to official sources, this approach is a long-term commitment from institutions, stakeholders, partners and members of the community, all of whom are dedicated to a patient discovery process that follows the energy of collaboration.

OgdenCAN’s collective approach to action was put to the test when the Ogden School District began buying Chromebooks for every student at the start of the pandemic. “Discovery is an essential part of our work,” said Kowalewski. “We learned that many students had laptops, but not all of them had Internet access. Our partners have been quick to purchase internet hotspots and deliver them to those in need to ensure vulnerable community members have access to the education they need. “The Ogden School District recently announced Ogden SD LTE, a city-wide network that enables all students to access the Internet at home.

Construction of the Art Square in downtown Ogden begins local news

OGDEN – After more than two years of planning and preparation, construction began on the centerpiece of the up-and-coming creative district in downtown Ogden City.

On Friday the groundbreaking ceremony took place for the Dumke Arts Plaza, a new public meeting place at 445 25th St., immediately east of the historic Bigelow Hotel. Those involved in the $ 8.3 million project say the plaza will act as a gateway between downtown and the east-central neighborhoods of Ogden and serve as one of the main attractions of the city’s Nine Rails Creative District.

As part of a larger initiative called the Adams Community Reinvestment Area, the city’s goal with Nine Rails is to create an epicenter for arts and culture in Ogden.

The square will offer flexible open spaces for large-format art installations, performances, and other art-based activities. a ramp leading to a raised platform; a large LED screen; a water feature; and a “Smart Grid” – a pole system that provides lighting and power connections that support different installations and services. There is also a plan for a large “Gateway Sculpture” to stretch across 25th Street near the plaza.

Several companies are involved in the project, from the city to Weber State University to Ogden Contemporary Arts and Weber County RAMP. Massachusetts-based Sasaki is the design director of the project, but local firms such as Union Creative Agency and IO Landarch are also involved in the project. Centerville-based Hogan & Associates Construction is the prime contractor.

The Dr. Ezekiel R. and Edna Wattis Dumke Foundation, after which the place is named, donated 2.2 million US dollars to the project.

In short, the facility will integrate art into daily life in the city with art events and installations curated by WSU, as well as concerts and film screenings. Daily activities like lunch will also be an integral part of the operation.

“It’s an effort to build community, improve a neighborhood, attract new customers to businesses old and new, and fuel the creativity of our citizens,” said Cori Anderson, president of the OCA board of directors. “To do this, we use the most overlooked but innovative tool there is – and that is the art. … this is a big next step for Ogden. “

The square was once the rundown, old Courtyard Inn Motel, bought by the city in 2017 and later demolished. The motel had been rundown and criminal for several years before the city bought it.

In December 2011, former Ogden Mayor Matthew Godfrey ordered the closure of the building after it was cited of multiple trash and debris violations, unlicensed vehicles, no smoke alarms, and various other security risks in the facility’s premises. The motel was brought back into line in May 2012 and residents were allowed back inside, but problems persisted. According to council records, Ogden Police made 71 service calls to the motel between November 2016 and June 2017. The nature of the calls ranged from noise violations and drug use to thefts and bodily harm.

Current Ogden Mayor Mike Caldwell said the square will continue to redesign the 25th Street area immediately east of Washington Boulevard. Creative spaces like the Monarch Building and Argo House are already up and running in the area and have started the transformation Caldwell speaks of, but the Art Square is becoming a significant and important piece of real estate between downtown and the city’s other developments fill in east, said the mayor. Caldwell described the place as “a shining beacon for Ogden”.

“This was really a collective effort by a number of different people,” he said. “I think back to a handful of years when this was a problem for us and the police were here the whole time. … When we start to gather again this will be a phenomenal space for it and we will be very excited about it. “

Sara Meess, senior manager for Ogden City’s business development division, said construction on the square is expected to be completed by the fall.
